The observation deck on the top floor of the building is not only free, it also offers picnic-tables and 360° views. What is more, it is not very crowded!Definitely worth a visit.

I have been going to the OD (Observation Deck) since I was a small child. I have always found this to be one of the BEST kept secrets in Richmond. You want a FULL PANORAMIC view of Richmond....THIS IS THE SPOT! On a clear day, you can see Kings Dominion. Free open air space, great for eating lunches and enjoying the view

You can view the entore city true...but its not made as per visitors in mind. They could add a few magnifiers, maps, food joints or things to do around it.

This is what makes Richmond so wonderful! This is a well maintained, free, and open space with an amazing view. The observation deck wraps the entire building and you can easily enjoy your lunch here!

The café located in here has amazing food but WHEN IS IT EVER SANITARY TO WRAP FOOD IN MY RECEIPT!! Gross!!My team came here specifically to check out the observation deck.The observation deck could be so much more. The view is amazing if you can see through the filthy glass.Personally since this is City Hall you would think that they would have food upstairs, tvs, and the history of Virginia. Unfortunately its just a large hot floor with a few picnic tables. Make it at least a lounge. Heck just call me I would design something to bring the traffic to downtown.The food 3.5 stars. The observation deck 2.5.
