I found a tie dye shirt there so sweet that it cured my grandmothers cancer

I purchased a scooter and was told it ran a few days before. After I got it home I found that the cdi box was missing and the wires for the cdi was cut off. Upon asking them why it dont run I was told that I need to kick start it but since I work on bikes and dirt bikes I know with no cdi to send spark to the sparkplug it wouldnt start in any way.
